$4200 minus $2000 equals... $3500 (?) I don't quite understand the math. I would've thought the asking price would drop more than $700 when brand new $2000 wheels/tires are removed.

You are not counting on the fact that he has to put some wheels on the car as well when he removes the 19's. So say he can get $1000 for the 19's with rubber then subtract the $300 for a set of cheap stock wheels with rubber, or move the math around as you wish, maybe he can get $1200 for the 19's and has to pay $500 for a set of rims and rubber to go with the car.
