Take a look around for some 97 Camero headlights...they fit
right into the stock parking light openings. They even have
3 screws to mount and adjust but best of all they look
stock, and theyre way brighter than the factory headlights.

I suspect there's no way any car would pass inspection or be legal to have headlights mounted that low.

Headlamps

4.05 (2) The headlamps must be mounted at a height of
not less than 56 cm and not more than 1.37 m.

(3) Subsection (2) does not apply to highway
construction and maintenance equipment.

The height is measured from ground level to the center of
the lens.

Just went throught that a while a go,---2-1/2in down @ 20FT back
So at NIGHT! you pull up to a garage door,close---1in away
turn your lights on,mark the Center Line of the beem, with tape on door.
Back up to the --20---ft mark--Wheels center.
ADJ your light center--2-1/2in down from the X on the door.
its not perfect! but your in the ball park, good luck
