Lets see if I can guess.

EGR Delete chip plus newer cat.  Plus an oddly effective ignition system, maybe 12 degree's of timing.  Those readings are close to what my 88GT did.

A coworker of mine who usually knows what hes talking about, says aircares contract expires in 2011 and its very unlikely they will renew it.

Meaning no more needing to pass emissions tests

But he also says there's a possibility that they will bring in safety inspections as we are the only province without them.

Anyone else heard this?

I have not heard that, However it IS what I also believe.  They will ditch Aircare and bring in safety inspections.  Cracking down on modded cars, lowered cars, and anything they don't like.   Maybe even going as far as requiring special inspections or special permits for modified cars.  In Europe I have heard that even to put larger wheels on your car, requires special permits.  (informed by Yellowstone on PFF who lives there with a modded Fiero)

Yeah, same goes for Australia. Any wheel 1" taller, or wider, than stock requires a special permit for it to be road-legal (Obviously it doesn't matter if it's a dedicated off-road vehicle though). They will hopefully do it the same way as it was in Saskatchewan, which is basically just to ensure the vehicle is safe (Frame, body panels, tires, etc) which lets any well done mods pass easily (Johnny Boy's car would be just fine, for example, because the wheels still fit within the body work). Basically, imagine what we have no as an out-of-province vehicle inspection, but done semi-annually.

This was my Caddy 4.9

 

and this was my 88GT I can't find the good report with the new cat, this was with the OEM cat that was about to fail and the slightly leaky stock injectors.

Which means John you would have failed the test if you were an 88 due to Nox readings.  Granted you would have passed the NASTY stringent CO test.  (your car is allowed 4.32 and 88 is only allowed 0.85)

In a nutshell....

Engine is virtually new.  Might have 10-15K km's on it.
New injectors.
New cat.
EGR is there (ummmm...  I think...  too many cars).
Mild cam.

Can't remember when I set the timing last - Looks like maybe I bumped it way up (explains the high nox, and low 'other' readings!).
