I have just upgraded the tires on my wifes minivan from
215 to 245. At the last service the Dealership told my
wife the brake pads are are almost done and the rotors
need to be machined. So I was thinking (always an
expensive proposition.......) I should upgrade the
brakes. Should I just go for a big brake kit on the
front i.e.

or replace rotors and pads front and rear i.e.

Really comes down to how she (the primary driver?) drives it.

If the stock ones lasted "X" km's, and she still drives it the same way - they should last that long again.

If on the other hand, you feel they wore out too soon, then sure - slap on some better rotors, with a set of the new carbon pads out there (they don't mess up your mags as much too!). I wouldn't go nuts on the rears, since they only do about 30% of the braking anyhow.

I guess my priority is braking power. I figure that now I
have maximized the tire size I want to be able in an
emergency stop to be able to stop on a dime i.e. shortest
distance possible. I don't mind spending more money or
having to change the pads more often if I know that in an
emergency I can come to the fastest stop possible.

Depending on the stock size, your braking probably isn't maxxed out by the brakes - but rather the tires. I'd just worry about pads if you feel the need for just a little more bite, but that's just my outlook. As I said, the inertia of the vehicle is probably more difficult to stop to the tire's friction, than by the braking power, especially on a larger vehicle such as a minivan.

So if i understand correctly you are saying if I just
upgrade the pads I will maximize the braking power for
emergency stops. Any recommendations?

Yeah, that's all I would suggest. Don't forget, big brakes are alot more rotational mass to get moving (And ironically - to stop) which takes more gas, and is probably waaay too much brake for your tires and mass.
